the proposal that the Red Gross be invited,

people of Berlin. Your concern over the
present situation and your constructive pro-
posal for assistance to the German people are
appreciated as renewed evidence of the deep
humanitarian feelings of the American people
toward suffering and distress throughout the
world.
You may be sure that this Government
has been giving, and will continue to give,
every consideration to all practical measures
to relieve the situation in Berlin, and that
your proposal is being considered along with
others.
