At the annoe time, the derands upon those facilities have increased It is, thereforo, necossary that insigration under the quotas be auned initially in the aroas of groatost noed. T, therefore, direct the Secretary of State, the Secretary of War, the Attorney Omeral, the Surgeon Omeral of the Public Honlth Service, the Var Shipping Administrator, and other appropriate officials to talce the following action: The Secretary of Stato is directed to establish vith the ut- nost despatch consular facilities at ar near displaced person and refugee acsombly center azeas in the Ameriom sonea of occupation. It shall be the respossibility of these consular offloors, in conjunction with the Inspectors, to deternino ao quicidly as possible the eligibility of the applicate for viasa and adulssion to the United States. 7or this purpose tha Segrotary will, if divert the personnel and funda of his Departants from other functions in order to insure the most peditious handling of this operution.
