As you know, hearings will be held soon on Senate
Bill 1606 whi ch has been jointly introduced by Senators
Robt 7. Wagner and Murray to implement my message on health.
x s. 1606 paralleIs closely my proposals for a national
health program and I em extrenely anxious for the bill

to be acted on as expeditiously as possible by the Senate
Committee on Education and Labor. I believe that if all
agencies of the government concerned with any aspect of
the health program unite to devote their full energies
to the support of this bill, we will receive favorable
action in the committee, and in the Senate itself.
I share your deep concern for the health of all of

our discharged veterans including those without service-

connected disabilities. Their continued health and the
health of all Americans is one of our prime responsibilities,
and I am convinced that a national health program is the
soundest way to assure that we discharge that responsibility
in the simplest and easiest manner. The program outlined in
s. 1606 will provide great service and many benefits to vast
numbers of veterans as well as to virtually all other
Americans.
I have asked Mr. Watson B. Miller, as Federal Security

Administrator to assume primary responsibility for organiz-
ing the Administration's effort for successful action on
S. 1606, and to keep me informed of progress in this
respect. In view of your intimate concern with the Adminis-
tration's national health program, there will no doubt be
some problems of detail and some areas of common interest
in connection with this bill which Mr. Miller will discuss
with you including, of course, arrangements for you to
