Dear Dr. Trewhella:
This is in acknowledgment of your letter of October
fourth, addressed to the President, with which you submitted a
questionnaire for him to answer.

I regret that it is not possible for the President to
reply to the questions in your list. Several, if not all, of these
questions have been answered by the President in his various public
utterances, messages and addresses. Because of the great number
of questionnaires which have been sent to him in recent weeks, he
has found it necessary to adhere strictly to a policy of not
answering any. When he expresses his views on subjects of national
interest, he does so in an address or message designed to reach
all the people. In fairness, he could not makce an exception in
this instance.
I am enclosing the text of a masgage which the President
addressed to the Congress on May 19, 1947, setting forth the
health program which he recommended. In many respects, this covers
the questions with which you are concerned.
