MEMO TO THE PRESIDENT
JUL 3 0 1951
Re Extension of Hospital Benefits to OAS1 Eligibles and Their
Dependents.
This proposal, which those interested in health insurance
have talked about for years and on which Mr. Ewing recently
held a press conference, strikes me as the best possible campaign
#
issue in the health insurance field with which to campaign next
year. It is sound. It makes a good bill. It will benefit and
attract a most deserving group in the population which other
groups will be loath to attack. The funds for it are already
available. It can only help and not hurt existing voluntary
plans. It can be of real aid to financially strapped hospitals.
The AMA will find itself compelled to attack it, yet will be hurt
FROMEN
and vulnerable whenever it does.
is SERVICE RECORDS
Properly handled and stage-managed, the introduction of
such a bill can prove of great value to the President and to
Democratic candidates in every region.
