Dear Charlie:
The President, of course, is entirely
in sympathy with the purposes of the film which
is to be made by the Department of Commerce in

connection with the forthcoming census, but he
doesn't feel that he should take part.
The President is literally swamped

with requests for recordings. I suppose he has
had to turn down about a hundred, both from
within and without the Government. If he made
a film now for the Department of Commerce, I am
sure there would be no end to the importunities
he would receive from other departments and agencies.
I am sure you will understand his
position. I feel sure that when the time comes
the President will be glad to consider making a
statement in connection with the census taking,
if you wish him to do so.
