Dear Sir:
The President has asked me to reply to your letter of
12 September 1951 concerning & monument to the memory of the

late Sergeant John R. Rice, to be placed in Arlington National

Cemetery.

After consultation with Mrs. Rice's personal representative,
Sergeant Rice was allotted space in a section of the Cemetery
where all graves, including that of General Pershing, are
identically marked by the Department of the Army with upright
Government headstones. Therefore, your generous offer must be
regretfully declined.
The President further asks me to express to you his deep
appreciation of the spirit which prompted your action.
