My dear Mr. Mensalvas:
Your telegram of December thirty-first to
the President has been received and I am indeed
sorry that it is not possible to do as you ask. The
President's calendar for these last weeks of his
term is extremely heavy and, in view of the many
pressing matters which require his attention, we
are unable to make additional commitments at this
time. I feel sure you will understand the situation.
