Dear Congressman Kee:
I read the letter which you enclosed in yours of July thirty-
first with a great deal of interest.
Conditions, as you know, have changed very greatly since
the pioneer days of West Virginia, Ohio, Indiana, Illinois
and Missouri and it is necessary to meet those changed
conditions with a modern approach. If we could turn the
clock back to the days to which your correspondence refers

I think all of us probably would be heartier citizens with
shorter lives and fewer conveniences to which we are all
accustomed these days. It is interesting, however, to find
people who still continue to live in 1890 instead of 1950.

I fear that some of our Senators and Representatives from
the grand old State of Missouri, and I might also include

Indiana and perhaps Virginia in that category, are still
living in 1890. Perhaps in 1975, like Rip Van Winkle,
they will come out of their slumber and find how the world
has progressed.
