Pursuant to the provisions of Section 413(a) of
Title IV of Public Law 535, 81st Congress, I recommend,
for your approval, the appointment of Henry G. Bennett

to serve as Technical Cooperation Administrator with
compensation at the rate of $15,000 per annum.
Dr. Bennett received his Ph.D. degree in college
administration from Columbia University in 1926, and
has since 1909 been active in the educational field.
He enjoys the reputation of being an outstanding college
president and is regarded as the motivating power back
of the unusual growth of the Oklahoma Agricultural and
Mechanical College during the twenty-two years under
his leadership. He is adept at handling political situa-
tions which might influence the programs for which he is
responsible. Those who know him professionally have
considerable respect for his skill in steering his pro-
grams on a straight course towards the objectives sought.
A biographical sketch of Dr. Bennett is attached,
together with a recess commission for your signature ap-
pointing him in the capacity indicated.
