MEMORANDUM FOR MR. STOWE
#
Attached are copies of the message on the Health Report,
to General Eisenhower.
a draft letter to the Committee Chairmen, and a draft letter not 1/19/53 filed
Perlmeter has not as yet given us any comment on the
draft message. Murphy thought an additional paragraph
complimenting the Commission for its work would be desirable.
However, the more I studied the present last paragraph the
more I felt that the President gives sufficient praise with
the present language, particularly in view of our long-
standing desire to give a certain degree of independence to
the Commission's work.
I understand from Murphy that there is a possibility of
sending to the Congress either the Immigration Report message
or the Health Report message this Thursday, since no other
action by the President in the way of Congressional messages is
contemplated for this day. A reason for sending the Immigration
Report message this week is the fact that a copy of the Report
is being sent to each member of the Congress that day. However,
it should be noted that the Health Report was distributed to
the members of Congress this past Monday, so that on this
ground perhaps the Health message should take priority.
I understand from Murphy that the President wants to send
a separate letter to Eisenhower on each of the two Reports.
Therefore I have prepared the attached draft letter. I assume
that Bill Hopkins can see to it that final drafts of the letters
to the Committee Chairmen and to Eisenhower can be prepared
to coincide with the actual dispatch of the message to Congress
on the Health Report.
