My dear Mr. President:

I am submitting herewith a nomination form for the
appointment of John R. Nichols of New Mexico as Commissioner
of Indian Affairs. This is the man whose possible appointment
we discussed on March 1 at which time I left with you a state-
ment of his qualifications. For convenience I attach another
copy. From a review of his background and from representations
made to me I believe that he would do a creditable job as
Commissioner. Mr. Nichols has the endorsement of Senator
Anderson of New Mexico for this position.
I recommend that the nomination have your approval.
Sincerely yours,
in
