STEELMAN Memorandum No. 69 285 JAN 14 1952 To All Executive Departments and Agencies # Subject: Amendment of Loyalty Review Board Regulation 14 At the meeting of the Loyalty Review Board on December 13, 1951, the Board amended Regulation 14 of the Regulations for the Operations of this Board. The full text of the regulation as re- vised is set out below; asterisks indicate new matter. The amend- ments will be published in the Federal Register. Please fasten the following revision to page 9 in your copy of the Statement, Regula- tions, and Directives, August 15, 1951, edition: "14. The Board, or an Executive Committee of the Board, HORRY & ARCHIVES NATIONAL TRUMAN AND LIBRARY shall, as deemed necessary from time to time, cause post- RECORDS audits to be made of the files on loyalty cases decided SERVICE by the employing Department or Agency, or by a Regional Loyalty Board. "The Board or an Executive Committee of the Board, or a duly constituted panel of the Board, shall have the right, in its discretion to call up for review any *case decided* by any Department or Agency Loyalty Board or Regional Loy- alty Board, or by any head of an employing Department or Agency, even though no appeal has been taken. Any such re- view shall be made by a panel of the Board, and the panel, whether or not a hearing has been held in the case, may af- firm the *procedural method followed and the action taken,* or remand the case with appropriate instructions to the Agen- cy or Regional Loyalty Board concerned for hearing or for such further action or procedure as the panel may determine.
