During my visit to New York on Saturday,
the Honorable William O'Dwyer, Mayor of New York City,
discussed with me the situation with respect to the

United Nations Headquarters.

He was strictly of the opinion that the in-
terests of his Administration are not being considered
in connection with the development of a permanent site.
lie explained to me in some detail the difficulties he
encountered in having the banks advance the money to
make possible leases for buildings. He claims that his
Administration has given authority for the expenditure
of $2,000,000, which he considers would be a sizeable
contribution to this activity.
I would appreciate it if you would get in
touch with the Mayor and discuss the matter with him at
your earliest convenience. I am sure that the matter
can be worked out to your mutual satisfaction.
