Dear Mr. Reynolds:
The President has asked me to
thank you and Mr. Randolph for your letter
of July 15th. He fully appreciates your
deep and sincere interest in this matter
and regrets that he cannot personally
discuss it with you.
I know I need not tell you, however,
what busy days these are for the President.
As you know, the President has called a
special session of the Congress for July 26th
and as a result has asked us to hold his ap-
pointments to a minimum so that he could devote
all of his time and energy to the many urgent
problems now before the country.
In view of this, may I again suggest
that you take this matter up with Secretary
Forrestal. I have taken the liberty of
referring your letter to him, with the request
that he give it his personal consideration.
Your cooperation will be greatly appreciated.
The President sends you both his
best wishes in which I join.
