Dear Mr. Anderson:
I have the letter you recently sent
the President in connection with various civil
rights matters.
The Armed Services are now operating
X1285 misc
under an Executive Order which has greatly
extended equal treatment and opportunity. Rapid
progress has been made and is being made through-
out the entire military establishment.
The creation of a Fair Employment
Practice Committee by Executive Order presents
x40 mise
some very difficult problems of authority and
finance, which are currently being studied by
the Bureau of the Budget.
