My dear Mr. Martyn:

I have your letter of September thirteenth
concerning the request made by Mr. Herry J. Maginnis, Leg-
islative Assistant to Senator Edward Martin, who appeared
as Counsel for Miss Eleanor M. Deak in connection with
loyalty proceedings.
x
The question raised has been carefully considered,
and it is felt that a copy of the transcript of the Board's
proceedings may be furnished Mr. Maginnis as Counsel.
Mr. Maginnis should be specifically advised in
writing, that the transcript is a non-public document which
is being made available to Mr. Maginnis only in his capacity
as counsel for Miss Deak and that it is boing se made avail-
able with the understanding that it will not be shown to
other persons or used in any manner except in connection with
the handling of the loyalty proceedings in Miss Deak's case.
The transcript enclosed with your letter is returned
herewith.
