SAMPLE RESOLUTION
ON THE PRESIDENT'S EXECUTIVE ORDER NO. 9835 ON LOYALTY
DISMISSALS
WHEREAS President Harry S. Truman has issued Executive Order No. 9835
supposedly for the purpose of removing disloyal employees from
the Federal service, and
WHEREAS This order guarantees to an accused employee none of the con-
stitutional and legal protections regarded as traditional and
inalienable for American citizens -- neither a specific state-
ment of charges, nor the right to confront his accuser, nor
the right to a fair trial by a jury of his peers nor the right
to be presumed innocent until proven guilty, and
WHEREAS This Order calls for the dismissal of employees who were members
of, affiliated with, or were in sympathetic association with any
organization or group of persons designated by the Attorney Gen-
eral as "subversive"; but the term "subversive" is neither de-
fined nor limited in any way, and
WHEREAS
This Order permits an employee to be fired at the whim of an of-
ficial or board, on unfounded charges brought by an anonymous
crackpot or personál enemy, even though to be branded as disloyal
to our Government is tantamount to being guilty of treason, and
means that a man is blacklisted for life, and
WHEREAS This Order calls for the establishment of a vast army of secret
police to pry into the personal lives and opinions of millions
of Americans, now, therefore be it
RESOLVED That this body UPW Local #536 believes that Executive Order
9835 will remove the last vestiges of civil liberty, freedom of
thought and freedom of speech from government workers who had al-
ready been relegated to second-class citizenship, and be it further
RESOLVED That we consider this Order to constitute a direct threat to all
Americans with respect to their right to form free organizations
and express their opinions on any and every matter of public pol-
icy and interest, without the fear that some Attorney General may
disagree with their opinions and label them subversive; and be it
further
RESOLVED That this Order is dangerously similar to some of the measures
promulgated by the Nazi and Fascist governments of Germany, Italy
and Japan in their early stages; and be it further
RESOLVED That UPW Local #536 does now go on record as urging President
Truman to rescind Executive Order No. 9835, and to substitute for
it an Order guaranteeing the full rights of citizens to government
employees, and be it further
RESOLVED That copies of this resolution be sent to the President of the United

States, to the United Public Workers of America, and to the press.
