I have your note of April 12 with reference to the
enclosed letter from Mr. John Stephens of the Peoples National
Bank, Tyler, Texas.

It occurs to me that since Mr. Stephens is primarily

concerned with the role of the Congress in the present steel
controversy, that you may want to forward to him a copy of the
President's message to the Congress on this subject. You will
recall that the President's message set out several of the
alternatives the Congress may wish to consider. For your
convenience I am enclosing a copy of the President's message.
