Truman 133 9 37 97 or 9 17 38-39 President of the United States CABLE ADDRESS: HR 5678 Lutherworld Stuttgart Washington, D.C. con D Dear Mr. President: As one who is engaged full-time in the work of emigration and immigration and who has studied the various bills which have been pre- sented to the House of Representatives and to the Senate of the United States I desire to express to you, the President of the United States, my earnestly considered opinion that the McCarran Omnibus Bill which has reached your desk-for endorsement is detrimental to the best interests of the United States. I have always appreciated deeply your interest and keen understanding of the immigration policies of our country and strongly urge you to veto the Omnibus Bill as presented. I would further urge you to do everything within your power to effect immediate legislation which would enable. the entry into the United States of the "pipeline" D.P.'s as is provided for in HJ Resolution 411, and that this Resolution be amended to include 1. the ethnic Germans who had assurances but who because of the unavailability of visas were left behind, and 2. those refugees still in China who would qualify for immigration into the United States, over and above the group that was declared IRO eligible.
