Your letter of October eighteenth

has been received by the President and he ap-
preciates your interest in writing. He asks
me to tell you that on October seventeenth he
returned S. 1407 to the Senate without his
approval.
I am sending you the enclosed copy
of the President's veto message for your ready
reference.
