My dear Mr. Crawford:

The President has received your letter
of October thirteenth and appreciates your interest
in letting him have this expression of your views.
He asks me to advise you that on October seventeenth
he returned S. 1407 to the Senate without his
approval.
I am sending you the enclosed copy of
the President's veto message for your ready reference.
