My dear Miss Debo:
Your letter of October twelfth to the
President has been received and your interest in
submitting an expression of your views is appre-
ciated. In reply, I wish to advise you that on
October seventeenth he returned S. 1407 to the
Senate without his approval.
I am sending you the enclosed copy of the
President's veto message for your ready reference.
