Dear Mr. Wood:
Brigadier General Harry H. Vaughan has
referred to me your letter of February twelfth ask-
ing for guidance on the remarks you are to make in
presenting the President for the honorary degree of
Doctor of Laws at Westminster College. The Presi-

dent said this morning that he preferred to leave
the matter to your own good judgment.
Harry Vaughan and I suggest that you
might want to refer to the President's distinguished
service to his country as Chairman of the Truman
Committee, to his firm and evenhanded conduct of

the Presidency in one of the most difficult peri-
ods in our history, to his leadership in bringing
x

about the creation of the NNO, to the success of
the reconversion program, and perhaps to the com-
prehensive program of progressive legislation
which he has laid down for Congress.
These of course are merely suggestions.
Both Harry and I are sure that any citation you may
compose will be all right.
