MEMORANDUM FOR THE PRESIDENT
Subject: General Wedemeyer's Report on His
Mission to China
I have had time for only a very cursory examina-
tion of General Wedemeyer's 103-page report but I
gather that his recommendations are briefly as follows:
China. The U.S. Government, under Congressional
authorization, should provide aid to China through an
integrated program over a period of at least five years
covering military, economic and political phases. One
of the stipulations for such aid would be that China
request the United Nations to take immediate action to
end hostilities in Manchuria and to place that region
under a Five-power Guardianship or United Nations
Trusteeship. Other stipulations would be that China
inform the United Nations of her request for aid, that
China take effective steps to help herself, that China
give continuing evidence that political and economic
reforms are being implemented and that China accept
TREHAR
U.S. advisors to supervise the implementation of the
program of aid.

The report does not indicate whether General Wede-
meyer has discussed the question of a Manchurian
Guardi anship or Trusteeship with the Generalissimo or
whether the latter would agree to such action. I shall
obtain information on these points when I talk with
General Wedemeyer.
Korea. The U.S. should continue its efforts for
the establishment of a Provisional Korean Government
in accordance with the Moscow Agreement and meanwhile
provide necessary support of the political, economic
and military position of South Korea. The latter would
