FOR RELEASE AT 12 O'CLOCI, NOON, MONDAY, AUGUST 7, 1944 Senator James M. Mead (D., N. Y.), Chairman of the Special Senate Committee Investigating the National Defense Program, announced today the resignation of Mr. Hugh Fulton, Chief Counsel of the Committee. Senator Mead stated: "Since the inception of the Committee, Mr. Fulton has served as Chief Counsel with the greatest ability. His skill 8.S an attorney, his judgment, broad experience and thorough comprehension of the involved affairs which have been the subject of the Committee's investi- gations have been invaluable to the Committee. He has long been anxious to resume the private practice of the law. We have urged him to remain, but he has persuaded us to permit him to leave, and reluctantly we have agreed to do so. "Mr. Fulton, however, has consented to remain with the Committee in an advisory capacity, with the title of Consulting Counsel. He will be available on this basis at such times as the Committee desires to have the benefit of his services. "Mr. Fulton will be succeeded as Chief Counsel by Rudolph Halley, who has held the position of Executive Assistant to the Chief Counsel and has worked with Mr. Fulton for six years. Mr. Halley was formerly an Assistant United States Attorney for the Southern District of New York. He was associated at that time with Mr. Fulton in the prosecution of Howard Hopson, former head of the Associated Gas and Electric System, as well as in other cases. Mr. Halley is a resident of New York City. He is married and has one daughter. He is a graduate of Columbia College and Columbia Law School, where he was an Editor of the Columbia Law Review.
