My dear Friend:
I am a candidate for reelection to the United States
Senate. I am a Democrat and have supported the Democratic Plat-
form and a Democratic Fresident. I am asking your support in the
coming campaign.
I hope you and your friends will consider carefully
my record for the pest five and one half years in the Senate.
You should bear in mind that experience and service are invaluable
in legislative matters.
Five years experience in the Senate should not be
thrown avay. That experience should not be lost to the State of
Missouri and to the Nationest this critical time. In the next
six years we face one of the most serious conditions ever faced
by any country. The world is at war. This situation must be
met by the President and the Congress. Men of experience will be
invaluable in the Senate.
Vital measures for the country's wolfare will be
considered by the next Congress -- measures for netional defense,
measures affecting transportation, the public welfare and civil
service.
At Kirksville a short time ago I said:
"First, I propose to use my efforts in obtaining revision
of the various laws both in the State of Miesouri and in the
National Congress which will provide for the adoption of 100%
merit system in the selection, appointment, retention, and pro-
motion of all persons in the employ of the Federal and State
Governmeuts. I renounce all rights and privileges to patronage that
I may have and promise to devote my entire energies towerd the
end that the reel intent and spirit of the merit system of appoint-
ments for public jobs will prevail and, furthermore, will bend
my efforts toward the reformation of the existing Civil Service
