He should submit with his applica- tion affidavits testifying to his financial ability to provide properly for his brother and statements from his bank showing hia average monthly balances for the last six months. I believe that a certified copy of his 1937 income tax return is also required, and he should have character references from the leading citizens of his home city and county. When Mr. Theodoro has these papers ready to send forwerd, if he will send them to me, I shall be glad to forward them to the Consul General at Athens with a letter of endorsement. I am sure that if you say he is all right, there can be no question about it. I appreciate very much what you are doing for me in the Do Soto Tribune. You are always very kind to me.
