Be it enacted by the Senate and House of Representa-

2 tives of the United States of America in Congress assembled,

That no person, except those hereinafter expressly exempted,
4 shall operate any motor vehicle in interstate commerce or

5 foreign commerce unless such person has in his immediate
6 possession a valid license, issued under the laws of a State
