Extreme care must therefore be exercised to avoid premature KRUMAN NARA publication. 2 CHARLES G. ROSS Secretary to the Prosident TO THE SENATE OF THE UNITED STATES: With a view to receiving the advice and consent of the Senate to ratification, I transmit herewith tho convention betweon the United States of America and the Union of South Africa, signed at Capetown on April 10, 1947, in the English and Afrikaans languagos, for the avoidance of double taxation and the provention of fiscal evasion with respect to taxes on the ostates of deceased persons. I also transmit for the information of the Senato the report by the Secretary of State with respect to the convention. The convention has the approval of the Department of State and the Troasury Department. HARRY S. TRUMAN THE WHITE HOUSE, July 3, 1947.
