CONFIDENTIAL: The following letter sent by the President to the
Secretaries of State, War and Navy, and the accompanying report of
Mr. Byron Price to the President, MUST BE HELD IN CONFIDENCE until
released.
NOTE: Release to editions of all newspapers appearing on the streets
NOT EARLIER THAN 1:00 P.M., E.S.T., today, Wednesday, November 28, 1945.
The same release applies to radio announcers and news commenta-
tors.
CARE MUST BE EXERCISED TO PREVENT PREMATURE PUBLICATION.

Following is the text of identical letters sent by the
President to the Secretary of State, Secretary of War and Secretary
of the Navy:

"Dear Mr. Secretary:
I am enclosing a copy of the report of Byron Price dated
November 9. I asked Mr. Price to go to Germany to study the
relationship between the American For ces of Occupation and the
German people.
Mr. Price, as you know, is an able and experienced
observer, and I believe that his report is worthy of the most
careful consideration. You will note that the Price report embodies
eight specific suggestions.
It is requested that the Secretaries of State, War and Navy
give careful consideration to this report, with a view to taking
whatever joint action may be indicated.
