EXECUTIVE OFFICE OF THE PRESIDENT BUREAU OF THE BUDGET WASHINGTON, 25, D.C. MAY 5 1945 My dear Mr. Latta: on May 3, 1945, you advised this office that H. R. 2689, "Making appropriations for the Department of Agriculture for the fiscal year ending June 30, 1946, and for other purposes," had been received at the White House, and requested reports and recommendations as to the approval of the bill. The bill appropriates an aggregate amount of $589,931,520, which is $161,332,470 greater than the Budget estimates submitted to the Congress by the President for the purposes set forth in the bill. There is transmitted herewith a memorandum setting forth the principal items of difference between the Budget estimates submitted to the Congress and the appropriations contained in the enrolled en- actment The Bureau of the Budget has informally contacted the Department of Agriculture and it recommends that the bill be approved.
