EXECUTIVE OFFICE OF THE PRESIDENT BUREAU OF THE BUDGET WASHINGTON, 25, D.C. MAY 25 1945 My dear Mr. Latta: The Congress has enacted H. R. 244, "For the relief of Adell Brown and Alice Brown. II It is the purpose of the bill to pay the sum of $500 to Adell Brown and $300 to Alice Brown, in settlement of their claims against the United States by reason of personal injuries sustained by them as a result of the automobile in which they were riding having been struck by an Army vehicle on November 7, 1943, near the city of ASCHINGS Dalton, Georgia. It appears that on the date in question, an Army command car operated by an enlisted man on official business was proceeding south at the rear of an Army convoy on one of the main highways near Dalton, Georgia; that at the same time a car owned and operated by Cicero Brown, in which his wife, Mrs. Alice Brown, and his daughter, Miss Adell Brown, were riding as passengers, was approaching on the same highway from the opposite direction; that the Army driver, in- tending to pass the convoy so as to lead the column, crossed over the center line of the highway and continued to travel in the left lane of the hi ghway; that upon observing the privately owned car approaching around a curve from the opposite direction, the driver of the Government vehicle attempted to regain his position in the convoy; that he applied his brakes, but the vehicle skidded approximately 25 yards, and crashed head-on into the oncoming civilian car which was proceeding on its side of the highway. As a result of the collision, the civilian vehicle was damaged extensively, and Mrs. Alice Brown and Miss Adell Brown sustained per- sonal injuries. Mrs. Alice Brown was 64 years of age, and Miss Adell Brown was 28 years of age at the time of the accident. Mrs. Alice Brown sustained injuries to her tongue and lip and abrasions and con- tusions on her back. Miss Adell Brown sustained a bruised nose, las- cerations of the chin, and contusions and abrasions about her knees and legs. Three of her teeth were loosened to such an extent that they had to be extracted. She apparently will have a permanent scar approximately one inch in length on her chin. She was employed at the time at $25 per week and was unable to work for a period of four weeks. She expended approximately $60 for medical services. NARA New
