A EXECUTIVE OFFICE OF THE PRESIDENT BUREAU OF THE BUDGET WASHINGTON, 25, D. C. JUN 11 1945 My dear Mr. Latta: The Congress has enacted H. J. Res. 208, "Making an appropriation for emergency flood-control work and for other purposes." On June 6, 1945, the President approved S. 938, which authorized an appropriation of $12,000,000 as an emergency fund for expenditure under the direction of the Secretary of War, for the repair, restoration, and strengthening of levees and other flood-control works which have been threatened or destroyed by recent floods, or which may be threatened or destroyed by later occurring floods. Section 1 of the enrolled enactment, H. J. Res. 208, appropriates, pursuant to the foregoing authorizing legislation, the sum of $12,000,000 to permit the carrying out of this emergency flood-control repair work. Section 2 of the bill reappropriates and makes available until June 30, 1946, the sum of $2,000,000 of the balance of an appropriation of $15,000,000 heretofore made, for the purpose of enabling the Secretary of Agriculture to make loans and grants to farmers whose property has been or may be destroyed or damaged by 1945 floods, and to service loans heretofore made to farmers in connecti on with losses suffered in earlier floods. Section 3 of the bill appropriates an additional amount, for the fiscal year 1946, for "Flood control, general" (War Department Civil Appropriation Act, 1946) of $8,055,000, to be immediately available to the War Department so as to permit the early undertaking and completion of urgently needed flood-control projects. The sum appropriated is identical in amount ith the estimate of appropriation which the President heretofore submitted to the Congress for this purpose. This office has been advised, informally, by the War Department and the Department of Agriculture that they recommend approval of the bill. I recommend that the bill be approved.
