EXECUTIVE OFFICE OF THE PRESIDENT BUREAU OF THE BUDGET WASHINGTON 25, D.C. NOV 9 1945 My dear Mr. Latta: The Congress has en acted S. 542, "For the relief of Mrs. Minnie A. Beltz.' It is the purpose of the bill to pay the sum of $5,000 to Mrs. Minnie A. Beltz, of Seattle, Washington, in settle- ment of all claims against the United States on account of personal injuries sustained on August 18, 1944, when she was struck while crossing the street at a street intersection in Seattle, Washington, by a Navy station wagon. It appears that on the date in question a station wagon of the Navy Department was being operated on official business and was following another vehicle in the center lane of a three-lane highway; that the preceding vehicle slowed and came to a stop at a street intersection; and that t he driver of the station wagon then pulled to the left into the crosswalk, thereby causing the accident in question. As a result of the accident the claiment sustained lacera- tions of the face, a fracture of the upper jaw, a fracture of the right leg just below the knee, and also a concussion of the brain. She was fifty-six years of age at the time of the accident and was employed at the rate of $45 per week. She sustained a loss of earn- ings in the amount of approximately $2,340, which represented one year's pay. She incurred medical and hospital expenses in the amount of $1,522.05 and medical evidence indicates that she will probably be required to expend an additional amount of $500 to cor- rect facial injuries.
