My dear Mr. Latta:
On December 13, 1945, you advised this office that H. J. Res. 266,
"Making an additional appropriation for the United Nations Relief and
Rehabilitation Administration, " had been received at the White House and
requested reports and recommendations as to the approval of the resolution.
It is the principal purpose of the measure to appropriate an addi-
tional amount of $550,000,000 for the fiscal year 1946, to enable the
President to carry out the provisions of the Act of March 28, 1944 (Public
267), under which Act the United States beçame a party to the agreement
signed by the United Nations and associated governments on November 9,
1943, upon which the United Nations Relief and Rehabilitation Administra-
tion was established. The President, on October 4, 1945, submitted an
estimate to the Congress, in the amount and for the purpose set forth in
the measure, which is contained in House Document No. 305.
The resolution also provides that no relief or rehabilitation supplies
pro cured out of funds appropriated therein shall be shipped to any country
except in the Far East after December 31, 1946, and in the case of any
country in the Far East, after March 31, 1947.
The resolution sets forth that the Congress, in adopting this measure,
does so with the following recommendations:
A. That the United States member of the control committee of
the United Nations Relief and Rehabilitation Administration is hereby
requested, by appropriate resolutions or agreements, to secure favor-
able action by that committee or by the United Nations Relief and
Rehabilitation Administration Council to attain the following objec-
tives:
(1) That all trade agreements and all barter agreements
of a recipient country with othermations, together with satis-
factory information on all exports from, and imports into, such
country, whether for governmental or private account, will be
made available to the United Nations Relief and Rehabilitation
Administration.
(2)
That each recipient country shall supply accredited
United Nations Relief and Rehabilitation Administration person-
nel with all necessary facilities, credentials, documents, and
safe conduct in carrying out the objectives of the United Nations
Relief and Rehabilitation Administration agreement, including all
necessary inspections and investigations.
