My dear Mr. Pendell:
The President and Mrs. Truman have
found it necessary to restrict the invitations
to the Congressional reception to the Members
of the Congress, their families, and certain
officials of the Congress. This is at very
large group and it is impossible to extend
invitations to residents of Washington not in
this official group and keep within the limits
set by the President and Mrs. Truman.
In view of the foregoing, it will
