But now, since the visit of Mark Lane, I related this to LT. COWAN - Lt. JOHN COWAN and LT. COWAN says that's wrong, that FRED COLE told him that there were two men in the car; that Dallas at that time did not have two men in cars, and there were not two men in that car, there was only one man OFFICER TIPPIT, and it is standard procedure in the City of Dallas Police Department, according to LT. COWAN, that no one single officer on an all points bulletin like that approaches what is considered to be an armed and dangerous person alone. So this shoots the TIPPIT story all to hell as far as police science, and as far as LT. COWAN is concerned. He said that this is the only thing that makes him wonder. JAFFE: Who shot TIPPIT? Steve Jaffee has asked me who shot TIPPIT. FERRIE said OSWALD shot and killed TIPPIT, and if I wasin OSWALD's shoes, I would have shot and killed TIPPIT. The other patrol car arrived just shortly after the killing of TIPPIT from fear, because he knew TIPPIT was going to kill him. He knew TIPPIT. J. Did FERRIE know TIPPIT? He just asked if FERRIE knew TIPPIT. I can't say. FERRIE said he knew a Dallas policeman. That may not have been TIPPIT. They' ve got umteen thousand men on that force. FERRIE talked about GEN. WALKER to - he was pointing out how powerful MR. SHAW was and H. LAMAR HUNT. He kept trying to tie them together, but of course Mr. Garrison last night pooh-poohed that. He said that DAVID had more intelligence than that. Or course, Mr. Garrison knew DAVID better than I, I guess. So, Mr. Garrison's right I guess, but I - but this is what he stated. That ah - he said to show you the power, he says the FBI tried to put WALKER away in the criminally insane hospital - federal hospital, Springfield, Missouri, and they were completely unsuccessful -because -11-
