ROSTOW SUBJECT: RFE-R/L Funding Problem for Next Administration following LBJ Write-off of $30 M Contingency Reserve President Johnson was faced with the choice of preparing a high budget which could be pared and shaved by a Nixon Administration or a low budget to which the new administration could make add-ons. President Johnson chose the latter. Thus, the $30 million proposed by Charles Zwick to be included in the Agency contingency reserve has been eliminated by President Johnson. The most appropriate solution for the new administration to this problem of funding the radios (either for continuation or termination) is to reinstate this amount. This is normally done by the new Budget Director writing a letter to the Mahon and Russell committees asking for the add-on. The $30 million is needed if the radios are to be continued and a somewhat less amount if they are to be terminated. Prior to policy examination by the new administration, either by committee designated by Mr. Kissinger, or by direction of the new President, this budgetary step would seem to be a wise move. Regardless of the decision, money will be needed. With "x" amount in the contingency reserve, the new administration can approach the problem at the pace or intensity they choose. In order to make the attack on the Viet Cong infrastructure more effective, the PHOENIX program was initiated in 1967. The object of this program is to identify and root out members of the Communist infrastructure. It is, of course, extremely difficult to identify Communist political cadre since by their very nature they operate either clandestinely or only in areas under Communist con- trol. 2. We estimate that at present there are some 80,000-90,000 people in the Communist infrastructure. As their identity becomes known, rosters of these cadre are made by PHOENIX officers in the field. To date over 12,000 members of the Viet Cong infrastructure have been either killed or captured as a result of the PHOENIX program. Most of these people, however, were low-level and can be readily replaced. 3. In overall terms, a beginning has been made in destroying the Communist infrastructure. Much, however, remains to be done. Up to the present, enemy cadre at the province level and higher have escaped the PHOENIX program virtually untouched.
