Telecon Secretary Rogers 12/22/69 10:26 a. m. R: I don't know whether you saw the Habib cable #19142 regarding Beaumarche's conversation with the DRV. It indicates that we've turned the French around a little bit now. K: There is one Beaumarche cable that I saw R: He talked to My Van Bo - - his attitude has changed since I was over there. K: Yes, I have seen that cable; it's in the President's reading for today and I talked to him about it on Saturday. But I didn't make the point that is was a change in the French attitude. I said that for the first time I see the North Vietnamese a little uncertain. Beaumarche seems to be talking more our line. R: Which should help. K: Enormously. R: They have been looking to the French for support, now if the French keep pushing them it should help. K: I haven't made the point, but will. The conversation you had with Schumann The French seem to be taking a more balanced line. R: I talked to the P about the conversation with Oberenko had. I agree with Habib. But I don't want tt to look like we've missed an oppor- tunity. I think Habib should have running room on that. K: Habib should do it in low key fashion; check to see if they have anything particular in mond. We shouldn't let it sit. R: I think we've changed the French attitude a little and I'm gaid to see that Beaumarche thinks my comments were consistent with the con- veraation with Schumann. K: I think it was.
