K said Mr. President I wanted to mention two things. One, State Department
is again suggesting that they surface the Jordan package tomorrow at the four-
power talks. P asked before the 20th? K said if they are ever going to do it
they should do it tomorrow. Admittedly, it is going to raise hell with the
Israelis. P said you put Cellar(? over there and that is right I am inclined
to let it surface. P said give private reassurance to Mrs. Meir and let it go.
P said let State see if they can field it. They are not going to send anyone
over here to see me. P said State is going to answer all the questions. P
said let's get that word around.
K said the second thing I wanted to mention is my conversation with the Romanian.
K said Romanian transmitted what P said to Chinese and North Vietnamese.
The Chinese were interested in normal relations with the West and us but
nothing specific. K said on Vietnam the Romanian said he transmitted exactly
what the P said to the North Vietnamese and then the Romanian just stated
NVN's normal conditions that we had to withdraw all our forces, coalition
government in the South, etc. K said I just told him what your position was
based on your speeches. K said I don't think we should send a message with
him. K said I told the Romanian the next move would be up the NVN. K said
the only hopeful thing he can see is that the Romanian might want to be able to
report back that we are in fact firm and that there has not been any change.
But, K said that's reaching for things. P said I don't know why he came. K
said and he had to come this week. K said I am sending you my notes on the
meeting just SO you have something. K said I will send them over in just a few
minutes. P said it looks tome he must have come for reasons of just to
create an impression that they are talking to us. P said they have their
problems, too and I think we should just stick to what we say. K said I think
we should stick where we are now. P said Chinese think we are making that
move (?) K said we will worry them both. K said I found that Elliot Richardson
was slobbering over Dobrynin and let a few things out. P said oh, he just had
a few drinks and
K said the lucky thing$ is they won't believe them.
P said my view is that I wouldn't tell them anything. P said if I were the
State Department I would just let them guess. P said we have to have our own
private contacts on these we can't count on State. P said anything we do
important has to be done privately. K agreed. K said I think you should see
him (Romanian? P said I don't think I will spend much time with him. K
said you might again - - stick where we are now. P said we want to be friendly
with regard to the Romanians as such.
P said the African thing produced what we expected it. K said I thought you
handled it with great delicacy. P said Helms(?) took a strong position.
