N: I talked with Jack McCloy yesterday after you did.
K: He reached you finally
N: I suggested he call you today. He inclicated dictated a memo to me from
Florida. Jack and I are in agreement on this.
K: Right
N?? The group that met on Saturday felt that they would like to raise with
the WH informally whether they had considered the influence from a nego-
tiating standpoint going beyond number 1.
K: Did they understand what No. 1 is?
N: Yes, for this purpose. Of going beyond they are keeping to the general
scenario. The group was not making any recommendations and the committee
is not taking a position. They would like to feel that it is a decision that has
been weighed. ?/ of ? ? a very short time. Going beyond that, this entire
committee is very sensitive to the danger of being a kibitzer and don't feel
that they should try to influence. Since the group doesn't know what the
situation is, we have given the impression of following the situation more
closely than we actually have. No action will be taken beyond what we have
taken.
K: How do you want it conveyed to the President? in Writing?
N: I don't think anything should be in writing but it's entirely up to you
as to how you convey it to the President.
K: Why don't you write me a personal letter and then no one can say I confused
the issue.
N: All I would say is that group in discussion had raised the question and
obviously it could have some impression on the negotiations. That's all
from this side.
K: If you would say it XXXX without saying we should not do it. In making deploy-
ment decisions we should do it this way.
N: I'm not going that far. I gave you yesterday the whole substance and I will
not go into that more than I have now. Completely ? ? ? with regard to
discesions made by the government.
