Let me tell you what I have in mind. What I need. First of all, some
of the things you mentioned the other day, but secondly what I need xxx
is the relationship between foreign policy and foreign economicpolicy
so it cannot be simply a purely economic exercise.
C: I understand.
K: On the other hand, at this point the connection between these two
is such an
intricate one and I think one
would have a great opportunity in the two years X that are left in
this Administration. To try to get it headed in the right way.
C: Well, let me give it some thought and I'll see you on Wednesday.
K: You know, as far as I am concerned I haven't enough
XIX competence in economic matters to give detail supervision
What I would like to know is that the main lines follow the foreign policy.
Except for that the
economic under secretary
would have a substanially free hand.
C: Well, that is one of the issues I would want to talk about.
You are productive enough to be aware of the fact that your
reputation for delegation is not a strong one.
K: Well, that depends among the people who have left not the ones
who have stayed.
C: I see that is a fair point.
K: You know there is people who have worked closely with me and
in whom I have confidence have a lot delegated to them.
There is no conceivable way in which I can run economic policy.
So if I don't delegate it, it doesn't happen. Let's talk about that
on Wednesday.
C: All right.
K: Do you think you could let me have an answer by the end of this week.
C: Yes. I'll try to do that.
