Hal Saunders/Secretary Kissinger

8:53 PM
S: Yes, Sir.
K: Your basic memo is -these talking points are an outrage and
you'd better get these people in and if they have to work through all
night, they're going to work all night.
S: Which talking points are these?
K: By country.
S: The country ones?
K: He needs a better explanation of what the issues are. Now, I
know you can do it because you've done it in your basic memo. Joint
Cooperation Commission--four lines--he doesn't even know what it is.
Nuclear Power Plant--three - lines--he doesn't even know what it is.
of Economic Aid--that's bs, with all due respect.
S: OK.
K; It's got to be much more constructive; it's got to give him a list
of what has already been done; of what issues are likely to arise; and
give him a page on each issue. And the same in Syria. How the hell
can he go through four hours of meetings with these guys and not know
a gd thing about it? And he's going to Florida tomorrow night to study
these things.
S: Is the basic memo.
K: Look, the basic memo is fine.
S: OK.
K: These memos are an outrage, and they are not going to be written
like this while I'm Secretary of State.
S: OK. It's the talking point memos that need to be beefed up. Right?
made
K: They need to be beefed up; they ought to be/more thoughtful. Who
did them--some FSO 8?
