K: Bill, on that matter we discussed earlier, my view is
that if he can pull them out without triggering an attack,
that would be the best way. But he's got to make that
judgment.
C: OK. That's basically the point that the boys have made.
The decision is fundamentally his as to what to do about it,
but I think he's looking for a little hint and guidance from
you as to what would be most helpful.
K:
Yes.
C: Provided it doesn't trigger anything.

Which one?
C: TO the other people - about the Soviets.
