Whatever we do, let's be damn sure that the next vacancy
we fill on the Postal Corporation is in conformance with what
the President wants. He feels very strongly about this, as
we know from his memo and from a conversation I had with
him. We simply cannot let this one slip away. Let's plan
soon who will replace Curtim.

Dear Jim:
The legislation which I signed today to create the
U. S. Postal Service is the culmination of a concerted
effort on the part of government, the private sector,
and very importantly representatives of the postal
employees. With respect to the latter, I believe that
the creation of the U. S. Postal Service might well
have never become a reality without the invaluable
leadership that you provided several critical times dur-
ing the past year. Your actions exemplify the best and
most responsible kind of union leadership. The U. S.
Postal Service promises to benefit all Americans by
assuring a more efficient postal service and greater
equity for the men and women who keep our mails moving.
It promises the opportunities of open and free collective
bargaining for your members -- which I am confident will
be carried out with the same integrity and good will
which characterizes the historical negotiations between
labor and the Federal Government earlier this year.
My congratulations to you and your members for your
cooperation and leadership through this important period.
You have my best wishes for a most successful convention.

MEMORANDUM FOR DWIGHT CHAPIN
Jim Rademacher cannot be present at the post office bill signing
as you know. He designated with my approval a letter carrier to
represent the National Association of Letter Carriers, whose name
is Joseph Kleapach.
He is not an officer of the carriers since all officers are at the con-
vention in Hawaii. He is just a letter carrier of many years of loyal
service. I think it is a very nice touch to have just an ordinary carrier
in off the streets so to speak. He is arriving here tomorrow. Would
you please see that his name is added to the list?

MEMORANDUM FOR DWIGHT CHAPIN
Jim Rademacher cannot wait until Tuesday to be present for the bill
signing inasmuch as his officer's meeting, which he must preside over,
begins Tuesday morning in Hawaii. He was planning to fly all night
and stay here for the Monday signing.
Since Jim was the first labor leader to support our position and, in
fact, was responsible for breaking the ranks of solid labor opposition
and since he was extremely helpful during the strike, I propose that
the President tape a brief telephone message to the convention in which
he would say that he was sorry that union business prevented Jim from
being present but he wants all the members to know that this great
reform with all the great benefits to the postal employees would not
have been possible without his valuable leadership.
That's all that needs to be said. It will be read to several thousand
mail carriers along with a speech by Rademacher on how great the
President is. I think this is well worth doing, would make up for Jim
not being at the bill signing and would give us a lot of points with the
union. It would alsohablp us in cultivating Rademacher, whom I think
will be an important force in gaining support for us in 1972 with Federal
employees.
Rademacher is back in complete control of his union and will be, I am
told, re-elected by acclamation.

SUBJECT: Postal Reform Bill
When the Postal Reform bill is sent to us, you should be aware of
the fact that all of the postal unions are having their conventions next
week and very few of the postal leaders could be present for the
signing. The union leader that we would definitely like to be present
is Rademacher. In view of his role in the earliest days, it would be
tragic if he were not present. If the signing can be next Monday,
we can still have the leaders here (I realize the bill might not here
here, however.) If not, we should at least consider putting it off
until the week after when the union leaders will be available.

Dear Mr. Colson:
Over the past several months, a colleague and I have been engaged
in a comprehensive research project aimed at reconstructing and better
understanding the complex forces which shaped the postal reform process.
This project is part of a long-term research effort conducted by faculty
and graduate students at the Graduate School of Management here at
Northwestern. These efforts are aimed at the integration of the talents
and knowledge of professional managers and academicians so that both will
better understand and thus be able to contribute to the improvement of
policy formulation in the public and private sectors.
There exists a consensus among knowledgeable persons that passage
of the postal reform legislation represented an historic breakthrough
in reform policy processes. I am sure that you will agree that it is
most desirable that this achievement be professionally documented and
analyzed. The experience and lessons are too important to be left to
memories which inevitably become clouded by time and events.
In the conduct of our research we have interviewed Mr. Joseph
Califano and the members of Larry O'Brian's "quadriad," and have become
quite conversant with the early events which led to establishment of the
Presidential Commission on Postal Organization. In addition, we have
been granted access to the files of the Kappel Commission and have been
in close contact with the staff and Commissioners. We have also been
interviewing the union people and other interest groups. On the Con-
gressional side, we have had extensive contact with the staffs of both
the Senate and House Post Office Committees. Both the members of Congress
and their staffs have been most candid and cooperative.
In addition to the above "outsiders," we have also interviewed key
members of the current top management team in the Postal Service. We will
be talking with the Postmaster General and his former Deputy, Mr. Klassen,
next week. As a result of all these contacts, we feel that we have gained
a fairly sophisticated grasp of the myriad of forces which influenced
the postal reform process.

Nonetheless, we recognize that our picture is still incomplete. Although
we have been briefed by Bill Usery of the Labor Department, and by various
union people, on the post-strike happenings, our information concerning your
critical role in dealing with the unions before the strike is spotty, at best.
Furthermore, because of your somewhat unique position as the link between the
Administration and other nonpostal interest groups, we are most anxious to
discuss your views on the hopefully more generalizable lessons to be learned
from the postal reform experience.
We were in Washington last week and contacted your office, but were advised
by your secretary that your hectic schedule precluded arranging a meeting at
that time. Although we are keenly aware of the heavy claims on your time, we
do feel that it is quite important that we meet with you SO as to ensure that
we do not proceed with our analysis on the basis of incomplete, inaccurate, or
biased information. We will be in Washington next week completing interviews
with a number of people and would welcome the opportunity to spend at least
half-an-hour with you. This would allow us to ask a few questions which only
you can authoritatively answer, and would allow you to provide whatever additi-
tional information you feel appropriate to ensure that our study is based on
balanced and accurate information.
I will contact your secretary on Friday, April 30, to discuss the details
of scheduling a specific appointment for next week, at your convenience.
