Representative Bill Cramer (R-Fla. ) called for a favor. In light
of his situation vis-a-vis the White House and Carswell, we must
help him, behind the scenes, on this.
The Post Office Department is planning a new $22 million complex
in Miami.
There are several engineers and architects bidding for the job.
Only one is a Republican firm that year in and year out supports
GOP candidates. It is GREENLEAF TELESCA of Miami.
Can you call Paul and get this one done for the good guys? It would
help, especially since Democratic postmasters are going in all
over.

Dear Brother Bill:
I am inclosing a picture and a story that I think is outstanding and self ex-
planatory. Here is shown the Chattanooga Postmaster Frank Moore, a Democrat; Sen.
Albert Gore,a liberal Democrat that has probably made more appearances in Chatt-
anooga during the past year than during his entire term as Senator; Dr. O.M.
Derryberry, my neighbor,a TVA employee and a Democrat; Norman Bradley,a Democrat
and an employee of a democratic paper-the Times and Lt. David Moses, the honoree.
I am retired from the Chattanooga post office, but at no time during my
tenure as an employee would I have ventured this far out in the political lime-
light. This picture will no doubt give the impression that these people are by
their acts publicly indorsing Sen. Gore for another term in office. I think
Sen. Gore has made Tennessee its worst senator in its history and needs acts to
defeat and not elect. If this is not motivated by politics, then why was postmaster
Moore seated by Senator Gore. While this same picture was being taken and this
celebration being held, I'm sure the post office department was needing the help
of Postmaster Moore for somewhere in the post office this very paper was sleeping
since I received phone calls on Friday that they had just received their paper.
I say there is more politics and more favoritism in the post office today
than ever with the exceptions of the 8 years of Kennedy-Johnson Administration,
The man you see sitting by Sen. Gore's side is the man that took former
postmaster O.M. Spence's place when he was fired. Although until too much
local interest got involved and the case got out of Memphis to Washinton, the
Memphis Regional Director was for giving Mr. Spence 30 days without pay for
the small offense he committed.
Mr. Moore was selected from the ranks of the clerks of level 4 over
82 supervisors in the Chattanooga office. I can tell you plenty more if you
need it.
I have been publishing the Signal Mountain News going on 23 years and
my postage runs about $1600.00 per year and if I don't get better service
it looks like I may be forced out of business. I think if you would get shut
of Postmaster General it would help.

SUBJECT: Post Office Legislation
Bob Corbett (R-Pa) undercut Red Blount in this
mornings committee meeting. Paul Carlin's
strategy was to deny the committee a quorum
(as they did yesterday) on the postal employees
pay bill. With a sufficient display of power
Blount was trying to drive the unions to bargain
on Administration's postal reform legislation.
Carlin reports that despite P.O. lobbying and
pressures Corbett attending meeting and made
the quorum. Bob had previously given his word
to Jerry Ford that he would cooperate on this
tactic. All other committee Republicans stayed
away until quorum was actually present, then
they rushed in to be present for executive session.
Thiss is just background information, as Blount
is made at Corbett.

NATIONAL MANAGEMENT SELECTION BOARD
Postmaster General Winton M. Blount has advised of the
formation of a five-member National Management Selection Board.
The National Management Selection Board will operate from
Post Office Department Headquarters in Washington, D C This
Board will make merit selections and recommendations on post-
masters for vacancies among the 400 largest post offices where
the postmastership is at PFS level 14 or above.
The National Management Selection Board consists of the
Assistant Postmaster General for Personnel; the Assistant Post-
master General for Operations, the Executive Director of the
Civil Service Commission; a member appointed by the Dean of a
nationally known graduate school of business administration; and
an individual appointed by the American Arbitration Association.
This Board is part of an overall structure organized under
the Postmaster General's February mandate for merit selection
of postmasters. First consideration will go to the promotion of
career employees in the offices where vacancies occur.
Attached are the names and biographical sketches of those
individuals serving on the National Management Selection Board.

Frank J. Nunlist, Assistant Postmaster General, Bureau of Operations,
POD - Nominated by President April 18, 1969, confirmed April 29,
heads greatly expanded bureau as a result of consolidation that placed
former Bureau of Transportation and former Office of Regional Adminis-
tration together with Operations as a single bureau; has extensive back-
ground in top private industry management positions; previous experience
as President and Chief Officer of Studebaker-Worthington, Inc , a
company formed November 27, 1967, by the merger of Studebaker
Corporation and Worthington Corporation. Prior to merger, Mr
Nunlist had been Chairman and Chief Executive Officer of Worthington;
born in Columbus, Ohio; attended public schools in Pittsburgh and
Johnstown, Pa., and Cleveland; majored in chemical engineering at
Columbia University.
Kenneth A. Housman, Assistant Postmaster General, Bureau of
Personnel, POD - Directs personnel policy affecting nation's 730, 000
postal employees; confirmed by the Senate on February 7, 1969;
formerly manager, public affairs, Union Carbide Corp., New York
City. born and raised in New York City; graduated from Harvard in
1947 with honors in labor economics; after graduation, joined Union
Carbide as Industrial Relations Trainee; extensive career with Union
Carbide in personnel and labor relations work, and for five years was
involved in production line responsibility as a plant manager and
Vice-President of Operations for a subsidiary; served on loan from
industry on a group of experts who helped make an efficiency study
of the Executive Branch of the California State Government.
Nicholas J. Oganovic ( Civil Service Representative ) - Executive
Director, U.S. Civil Service Commission since June 13, 1965; been
with CSC since 1943, after holding earlier position as Minnesota
Regional Administrator, National Youth Administration, has risen
through many executive positions at CSC, including Director, Bureau
of Departmental Operations and Deputy Executive Director immediately
before his accession to the Executive Director post; recipient of
Civil Service Commissioners Award for "outstanding and untiring
leadership," native of Chisholm, Minn.; M. A. degree from University
of Minn.; active in many professional, civic and public service
organizations; twice honored for leadership in the Federal Program
for Employment of the Handicapped. Resident of Arlington, Virginia.

of Regional Administration, February 25, 1969, subsequently designated
to be Deputy Assistant Postmaster General for Operation , , Bureau
of Operations, in addition to extensive private industry experience,
Mr. Josendale has performed numerous special assignments for the
Government, was a member of the Defense Supply Advisory Group,
1965 to 1966; a member of the White House Conference on International
Cooperation, 1965, and a member of a five-man team sent to Latin
America in 1961 to explain the Alliance for Progress. Graduate of
West Point (1942), was a second lieutenant in the Infantry, later
assigned to special officer training, followed by Army Intelligence
duties, left military service in 1946 as a captain, prominent in
numerous civic and fraternal activities.
Dr. Arthur B. Moss, Deputy to Assistant Postmaster General for
Personnel Named to his POD position on May 31, 1969, is
responsible for management career development programs including
the Postal Service Institute, the Department's management intern
program, and all training programs affecting postal employees;
comes from position of Director of Northwestern's Institute for
Management, in charge of education programs for American business
executives, from 1965-68 senior management consultant with Emerson
Consultants, Inc., of San Francisco, a professor at the Amos Tuck
School of Business Administration at Dartmouth from 1961-65 and at
the University of Virginia from 1956-61; received doctorate from
Harvard's Graduate School of Business Administration in 1958; is
a four-year veteran of the Marine Corps.

Bernard Rosen (Civil Service Representative) Deputy Executive
Director, U.S. Civil Service Commission;a career official for
more than 25 years; principally with the Commission in Washington
and the field, appointed Deputy Executive Director of the Commission
in August 1965, last assignment in the field was as CSC Regional
Director for California, Nevada, Hawaii and the Far East where
there are over 300,000 civil service employees. He was with the
Department of State in 1962 as Deputy Director of Personnel and
later Director of Personnel, and entered the Foreign Service in
June 1964 serving as a Counselor for Administrative Affairs and
also has held special assignments with the House Appropriations
Committee and with the Executive Office of the President. During
World War II he served in the Army for three years. In 1955
he received the Arthur S. Flemming Award from the Junior Chamber
of Commerce of the United States as one of the ten outstanding
young men in the Federal Government. A Phi Beta Kappa, he did
undergraduate work in political science and has had college
graduate work in public administration.
Dr. Harold F. Sylvester (Business Administration Representative) -
Professor of Industrial Relations and Director, Manpower Production
Management Program, the American University School of Business
Administration, Washington, D C.; Ph. D. from John Hopkins;
previous teaching at St. Johns University, Union College, Michigan
State, University of Maryland, government background includes that
of senior mediation officer, National War Labor Bd., private industry
background with, aircraft and electric corporations, member of
various professional societies, management consultant, lecturer in
such fields as labor relations and management development.
Dr. John J. Corson (Arbitration Association Representative) - Of
Washington, D. C., extensive high level government, teaching and
newspaper background, former positions include Director, U.S. Em-
ployment Service, Director, Bureau of Old Age and Survivors
Insurance, Deputy General Director, UNNRA, formerly associated
with Washington Post and Richmond News Leader in executive
capacities; management consultant; formerly professor public-
international affairs, Princeton University; Phi Beta Kappa; author;

Seymour Berlin (Civil Service Representative) - Director, Bureau
of Executive Manpower, U.S. Civil Service Commission, Washington,
D. C.W a new bureau, established in November 1966, responsible for
administering the executive assignment system established by
Executive Order 11315. Before his current assignment, served
five years as Director of the Commission's Bureau of Inspections,
was responsible for the planning and conduct of inspections designed
to evaluate and improve personnel management programs in Federal
agencies; began his Federal career in 1941 with the Department of
Army at Wright Field, Dayton, Ohio. In 1942 he transferred to

Frederick A. Kistler (Civil Service Representative), affiliated with the

Green. A graduate of Western Kentucky Univ. 1938, went on to Rose Polytechnic
Institute to major in Civil Engineering. He was commissioned a Lt. in Army
in 1942 and was discharged as a major in 1946. Later was recalled to active
duty in Berlin crisis, retired as Lt. Col. Was in private business until
appointment as Postmaster in 1965.
John W. Morgan (Civil Service Representative), Chicago Deputy Director, U.S.
Civil Service Commission. He attended Southern Illinois and Northwestern
Universities. Except for four years Army tour in World War II, has been with
the Civil Service Commission since 1938. As Chicago Chief, Regional
Inspections and Classification Division, 1956-61, was responsible for conduct
of comprehensive surveys of Federal personnel management. Served in Washington,
D.C., 1961-67, rose to Director of Personnel for the Commission before returning

Kentucky. Majored in agriculture and followed different facets on agriculture,
teaching, writing, farming and operational work until 1956, except for an
Army tour in Counter Intelligence and Military Intelligence from 1942 to
1946. In 1956 he was appointed Postmaster. He is very active in the civic,
educational and church organizations.
James C. Taylor (Civil Service Representative), U.S. Civil Service Represen-
tative for Cincinnati area out of Chicago Region. Born Nov. 13, 1915, Mission,
Texas. Holds B.B.A. and L.L.B. degrees from University of Texas. Served
as infantryman in World War II. Joined Civil Service in 1952 has served as
Investigator, Position Classifier, Inspector, Administrative Officer, and
Recruiting Representative. He is past president of Cincinnati and Dayton
Society for Personnel Administration.
Delmer E.C. Jones ( Civil Service Representative), Chicago Region's Civil

Milford L. Green (Postmaster), Natchitoches, La. Born May 23, 1908, Enon,
La. Graduate of Natchitoches High School and later attended Northwestern.
After 25 years in private business, entered the Postal Service and was
appointed postmaster July 17, 1954. Is a past president of the Louisiana
chapter of the National Association of Postmasters and is active in local,
civic and church organizations.
Louis S. Lyon (Civil Service Representative), Dallas Regional Director, U.S.
Civil Service Commission. A graduate of Rose Polytechnic Institute, Terre
Haute, Ind., 1935, he spent three years in private industry before moving
into Government as a Trainee Rating Examiner in the Cincinnati Civil Service
office. He then transferred to Washington, D.C. for a year before taking
charge of the Dallas office in 1961 where he is responsible for the
administration of personnel management programs affecting some 250,000
Federal employees.

Clyde E. Grant (Postmaster) Abilene, Texas. Born April 1, 1908, Haskell, Tex.
Graduate of Abilene High School, then attended Abilene Christian College. Was
in private industry before entering service. Served three years in South Pacific
during World War II where he rose to rank of Colonel and received many awards
including Legion of Merit. Was appointed Postmaster at Abilene in 1951. He
takes an active role in civic and church organizations.
Morris A. Brooks (Civil Service Representative), Supervisory Personnel Manage-
ment Specialist, U.S. Civil Service Commission. Born Nov. 24, 1919, Navasota,
Texas. He served in the Air Force from 1942 to 1946 and was discharged as a
captain. Before and after Service he attended college, received B.A. degree
from University of Texas. Entered Federal Service in 1946 as a clerk and
worked his way up to his present post.
Willie L. Shelton, Jr. (Civil Service Representative), Supervisory Personnel
Staffing Specialist, U. S. Civil Service Comm. Born Sept. 17, 1930, Terrell,
Texas. He has B.S. and M.S. degrees from No. Texas State College. After four
years in Navy when he was discharged as Lt. JG, he returned to Government
service. From a field representative in Dept. of Labor, he became an Inspector
and then a Civil Service Personnel Management Specialist.

Dr. William H. Baughn (Educational Representative) became the Dean of the
School of Business and the Graduate School of Business Administration at the
University of Colorado in 1964, after serving as the Dean of the School of
Business and Public Administration at the University of Missouri for two years.
He is also the Director of the Stonier Graduate School of Banking at Rutgers
University. Dr. Baughn is the co-author of Financial Planning and Policy
and The Banker's Handbook.
Davis Willett Moore (Arbitration Association Representative) has been asso-
ciated with the First National Bank of Denver since 1932 and is the current
Director of the Bank. A graduate of Yale University, Mr. Moore is also the
Director of M-B-S Corporation, and the chairman of the board for Noreen, Inc.
He is the former director of the Denver Chamber of Commerce, and is a trustee
of the Denver Research Institute.
Harold C. Martin (Management Consultant Representative) retired from the
Mountain States Telephone Company in 1968 after 41 years of employment with
the Bell System. At the time of his retirement, he was the Assistant Vice
President of Public Relations. In 1952, Mr. Martin had served as the News
Service Manager for AT&T in Washington. He is the Director of the Public
Relations Society, Colorado Chapter, and a Trustee of the United Fund.
David R. Trevithick (Postmaster) entered the postal service in 1950 as the
acting postmaster of Salt Lake City and was confirmed in 1951. He is the
President of the Utah Association for Mental Health and the Chairman of the
Utah Association for the United Nations. In 1963, Mr. Trevithick was named
Utah's "Man of the Year in Education"; he also received the Outstanding
Employee's Award from the Utah Federal Executive's Association the same year.
William H. Rima, Jr. (Civil Service Representative) is a veteran of twenty-
nine years of Federal service. He was appointed Personnel Director for
the Civil Service Commission in Washington, D.C. in 1962. In 1964 he was
appointed Regional Director at Denver, Colorado, and has held that position
ever since. A graduate of Syracuse University, Mr. Rima's professional
affiliations include membership in the American Society for Public Adminis-
tration and the Public Personnel Administration.

ALTERNATE BOARD MEMBERS
Dr. Wilmar F. Bernthal (Educational Representative) is a Professor of Manage-
ment and the Head of the Management and Organization Division of the Graduate
School of Business Administration at the University of Colorado. Formerly
an Assistant Professor at Valparaiso University, Dr. Bernthal is a member of
four honorary fraternities. From 1966 to 1967 he served as the President of
the Western Division of the Academy of Management.
W.R. Dunn (Arbitration Association Representative) became established with
the CF&I Steel Corporation in 1917 while attending the University of Denver.
He has been the Comptroller of the Corporation since 1962. Mr. Dunn is a
charter member of the Denver Chapter of the National Association of Accountants,
and served as the President of the Rocky Mountain Chapter of the Financial
Executives Institute in 1964.
Clair G. Henderson (Management Consultant) became the Chairman of the Board of
Henderson, Bucknum, Inc. in 1968 after serving as the Partner and General
Manager of Henderson, Bucknum andCo. from 1965 to 1967. He held the position
of President of the Advertising Association of the West in 1954-55, President
of the Denver Chamber of Commerce in 1958-59, and President of the Goodwill
Industries of Denver in 1968-69. Mr. Henderson is a past Director of the
Advertising Federation of America and a past Vice President of the Denver
Better Business Bureau.
Arthur J. Meiering (Postmaster) entered postal service in 1937 and became
the Postmaster of Roswell, New Mexico in 1957. He served as the Director of
the Roswell Chamber of Commerce from 1961 to 1964 and was a member of the
Executive Committee of NAPUS from 1965 to 1967. Mr. Meiering received the
Postmaster General's Citation of Excellence in 1964 and again in 1966, and the
Citation of Merit in 1965.
LeRoy L. Lilly (Civil Service Representative) rose through the ranks to become
Chief of Staffing Branch at Denver in 1962. With the exception of military
duty he has served with the Commission since 1939. Mr. Lilly took an active
role in establishing the present network of the Interagency Board of Civil
Service Examiners.
Harvey E. Ramsey (Civil Service Representative), a graduate of Denver Univer-
sity, began his Federal Career as a Personnel Management trainee in 1956 with
the Air Force Accounting and Finance Center in Denver. He served as Branch
Chief in their Civilian Personnel Office for four years. In 1966 he was
appointed to his present position of Executive Officer of the Interagency
Board.

Walker L. Wellford, Jr. (Arbitration Association Representative) was

of Southern Industrial Distributors and has served as chairman of Industrial
Council Chamber of Commerce. Mr Wellford was graduated from South-
western at Memphis with a B S. degree in Physics and Chemistry
Alvin Biggio (Management Consultant Representative) retired as Senior
Vice President from Liberty National Life Insurance Company in March
1969. His job experience has related to personnel employment and
development since 1936. Mr. Biggio received his B.S. degree as well
as an Honorary Doctors of Law Degree at Auburn University where he
served as general chairman for the University's Developme nt Fund.
Donald Holt (Postmaster) entered postal service when he was appointed
acting postmaster for Florence, Alabama. He was confirmed in 1954,
and has held that position ever since. Prior to entering the postal
service, he was a partner in Holt Hardware Company. Mr. Holt
graduated from Florence State College and furthered his education at
the University of Tennessee in Post Office Department Management
Development. In 1966, he served as president of the Alabama Chapter
of the National Association of Postmasters.
James A. Wilson (Civil Service Representative) rose through the ranks
to become Deputy Regional Director for the U. S. Civil Service Com-
mission's Atlanta Region. He served as Special Assistant to the Deputy
Executive Director in Washington, D. C. before returning to Atlanta to
become first Chief of the newly organized Personnel Management Division.
In June 1962, he was appointed to his present position. Mr. Wilson is a
past president of the Atlanta Association of Federal Executives.

ALTERNATE BOARD MEMBERS
Matthew W. Jewett (Educational Representative) is a graduate of the University
of Richmond (Virginia). At present he is an Assistant Professor of Labor Law
and Collective Bargaining at Memphis State University. His business experi-
ence includes that of Research Associate and Editor of Alabama Business and
Alabama Retail Trade, in the Bureau of Business Research at the University
of Alabama. For five years Mr. Jewett wrote a monthly analysis "Retail
Trade Highlights, in the Alabama Retail Trade.
Edward Le Master (Arbitration Association Representative) opened his own
brokerage office, Edward Le Master Company, in 1944. It now operates as
a corporation specializing in sales and leasing of commercial and industrial
properties. Prior to establishing his own business he had joined H. L. Guion
Company, a real estate brokerage office, of which his father was president.
Mr. Le Master was named "Tennessee Realtor of the Year" in 1956, and in
1962, he received the Civitan Outstanding Citizens Award.
Frank Newton (Management Consultant Representative) retired from the South
Central Bell Telephone Company on April 1, 1969. He was elected Executive
Vice President of that company on July 1, 1968, when it took over from
Southern Bell the latter's business and operations in five states. Mr. Newton
had been employed by Southern Bell since 1925. He is an active participant
in community activities, serving on the Board of Directors of the Alabama
State and the Birmingham Area Chambers of Commerce and the Alabama
Safety Council Incorporated. In 1963, he was chosen City of Birmingham Man
of the Year.
Mabel F. Harlow (Postmaster) was graduated from Martin College, Pulaski,
Tennessee. She had not had prior postal service before being commissioned
postmaster at Pulaski in 1967. She is a member of Giles County, Pulaski
Chamber of Commerce, Humane Relations Committee of Giles County and
member of the Board of Directors for United Givers Fund.
William J. Phelps (Civil Service Representative) has excellent background
in Federal Personnel Management, having served in this capacity with the
Air Force and Army before coming with the Civil Service Commission in
1961. He was selected as Civil Service Representative for the Memphis,
Tennessee area in December 1964. Mr. Phelps served as Secretary of the
Memphis Federal Executive Association.
John W. Clark (Civil Service Representative) began his Federal career in
1966 at Tinker Air Force Base, Oklahoma, as a management instructor. He
served with the Federal Aviation Agency, Oklahoma City, and Internal Revenue
Service in Nashville before accepting his present position of Executive Officer,
Inter Agency Board, Civil Service Examiners. While with Internal Revenue
Service, Mr. Clark was given a sustained Superior Performance Award. In
1966, he was nominated for "Civil Servant of the Year. 11

Dr. Herbert G. Heneman, Jr. (Educational Representative) has been a professor
in the School of Business Administration at the University of Minnesota since
1954. He is currently the chairman of the Department of Industrial Relations
and the Director of the University's Industrial Relations Center. Dr. Heneman
is also the chairman of the Advisory Council to the Minnesota Department of
Employment Security. He is the co-author of Labor Economics and a contri-
buting author of Handbook of Personnel Management and Labor Relations.
Nels H. Sandberg (Arbitration Association Representative) is a native of
Jonkoping, Sweden and a naturalized citizen of the United States since 1918.
He served as the President and General Manager of the Waldorf-Hoerner Paper
Products Company of Montana and the Vice Chairman and Director of the Waldorf
Paper Products Company until his retirement in 1966. From 1966 to 1968 he
was an Executive Consultant to the Hoerner Waldorf Corporation. Mr. Sandberg
has also served on the Board of Directors of the St. Paul Employer's Association.
Herbert P. Buetow (Management Consultant Representative) retired as the
president of the Minnesota Mining and Manufacturing Company in 1963. He is
currently the chairman of 3M's Finance Committee. Mr. Buetow has served as
the director of the SPH Hotel Company, the 1st Trust Company of St. Paul, the
1st National Bank of Minnesota, and the Theo. Hamm Brewing Company. In 1961
he received the Great Living American Award from the United States Chamber
of Commerce; he became the chairman of the board of the Advisory Council to
the National Chamber of Commerce in 1965.
Howard J. Wood (Postmaster) entered postal service in 1954, when he was
appointed acting Postmaster for Sioux Falls, South Dakota. He was confirmed
in 1957, and has held the position ever since. Mr. Wood received his B.A.
degree from South Dakota State University in 1947. He is a member of the
Chamber of Commerce, and a board member of the South Dakota Children's Home,
the United Community Services, and the United Methodist Church.
Eugene W. Spika, (Civil Service Representative) has been employed by the
Civil Service Commission since 1962. A graduate of the University of Minnesota,
Mr. Spika has 26 years of public personnel management experience, including
positions in the Veteran's Administration, the Reconstruction Finance Cor-
poration, and as a personnel officer in the Air Force. He is a member of the
Twin Cities Federal Executive Board and the Vice-Chairman of the Inter-
Governmental Relations Commission of Minneapolis. Mr. Spika received a Civil
Service Commission award in 1966 for exceptional service.

1952. He served as the City Commissioner for Fargo from 1950 to 1951, and is
currently serving his third year as director of the Fargo Chamber of Commerce.
He has been a member of the board of directors of Northwestern Savings and Loan
Association since 1954. Mr. Fraser has received numerous awards, including
the Post Office Dept. Meritorious Service Award in 1963, the Distinguished
Service Award by the Direct Mail Advertisers Association in 1968, and the
Liberty Bell Award from the U.S. Treasury Dept. in 1965.
William T. Fahey (Civil Service Representative) is a graduate of the University
of Minnesota. He became established with the Civil Service Commission in
1939, and has been a Personnel Management Specialist for 16 years. Mr.
Fahey is a member of the Federal Personnel Council of Minneapolis.
Peter Bann (Civil Service Representative) graduated from the University of
Minnesota in 1950. He has been employed by the Civil Service Commission for
over 18 years, and is currently the Executive Officer of the Minnesota-

Asa T. Briley (Civil Service Representative) entered federal service
in 1936 with the FBI in Washington, D. C. After three years he trans-
ferred to the Civil Service Commission as an investigator. Numerous
assignments followed until 1962 when he was appointed to his present
job as Director of the San Francisco Region of the Civil Service Com-

in 1932 and has been engaged almost continually since then in the field
of personnel management. He joined the San Francisco Regional Office
of the Civil Service Commission in 1945, and served in various manage-
ment positions leading to his current job as Chief or the Staffing Branch

Justice M. Kashevaroff (Civil Service Representative) has been the

George G. Hendricks (Postmaster) Fort Dodge, Iowa. Born Oct. 17, 1918, Lehigh,
Iowa. Served in Army from 1941 to 1945 and was recalled in 1951 for a tour of
19 months, being discharged as a Major; was in private industry before W.W. II
and entered the Postal Service in 1945; was appointed Acting Postmaster on
February 28, 1957 and confirmed July 16, 1958. He is active in military, postal,
fraternal and civic organizations.
Andrew E. Comerford (Civil Service Representative) Chief, Staffing Branch,
St. Louis Region, U.S. Civil Service Commission. Entered Federal Service in 1952
in the St. Louis Regional Office, CSC as an Investigator. Has served in Commission
offices in New York, Washington, Kansas City, San Francisco and Los Angeles;

Dean Kermit O. Hanson (Educational Representative) joined the faculty
at the University of Washington in 1948. He was appointed Dean of the
Graduate School of Business in 1964. He is also the Educational
Administrator and a director of the Pacific Coast Banking School.
Dean Hanson is a co-author of Managerial Statistics and contributing
author of American Financial Institutions.
Joseph E. Pendergast (Arbitration Association Representative) retired
from the Shell Oil Company in 1965, after 43 years of service. At the
time of his retirement he was a Division Head, responsible for company
activities in five western states and Alaska. He is a past president of
the Seattle Chamber of Commerce and Greater Seattle, Inc., and is cur-
rently a member of the Board of Directors of the Prudential Savings Bank
Robert S. Douglas (Management Consultant Representative) has been a
business consultant since retiring from his position as Vice President of
the Weyerhauser Lumber Company in 1965. A graduate of Washington
State University, he lives in Tacoma, is a director of the National Forest
Products Association, member of the Tacoma Chamber of Commerce,
and a member of the National Lumber Manufacturers Association.
Mark M. Fuller (Postmaster) entered postal service in 1955, when he
was appointed acting Postmaster for Great Falls, Montana. He was
confirmed in 1957, and has held the position ever since. A graduate of
Great Falls College, Mr. Fuller was singled out by the Post Office
Department for a superior achievement award in 1958, and a superior
accomplishment award in 1964. He is an active participant in Great
Falls community activities, including membership in the Chamber of
Commerce and the Human Resources Committee.
John M. Young (Gvil Service Representative) is a graduate of the
University of California. He was connected with his family's publishing
business until 1941, when he left it to enter federal service. He had a
variety of assignments with the War Department in California and
Washington, D. C. until 1954 when he was appointed to his present post
as Regional Director for the U. S. Civil Service Commission's Seattle
Region. He is past president of the Seattle Federal Business Association.

Wayne J. Petrie (Postmaster) began his Post Office career in 1949 as
a mail carrier. He was appointed acting postmaster for Lewiston,
Idaho in 1955, received his regular commission in 1956, and has served
in that capacity ever since A past commander of the American Legion,
he is active in Lewiston community affairs, including membership in
the Elks, Kiwanis and XPOW, Inc. (X-Prisoners of War).
Martin L. Taylor (Civil Service Representative) is the Seattle Region
Chief of the Staffing Branch for the U. S. Civil Service Commission.
A graduate engineer from South Dakota State College, he entered federal
service in 1938. During World War II, he was a Lt. Colonel in the Army
Howard H. Burson (Civil Service Representative) is a native of Spokane
and holds a degree from University of Washington School of Business.
He begar his federal service in 1940, served as a Naval officer during
World War II, and is presently Chief of the Evaluation Branch for the

REGIONAL MANAGEMENT SELECTION BOARD
Postmaster General Winton M. Blount has advised of the
formation of the Regional Management Selection Board, consisting
of five members, to serve the Minneapolis postal region.
The Regional Management Selection Board is charged with
selecting and recommending candidates for postmasterships on a
merit basis This board will concern itself with postmaster vacancies
that exist in levels PFS-6 through PFS-13.
The board consists of an outstanding postmaster selected by
the Postmaster General, an official appointed by the Civil Service
Commission, an individual supplied under contract by a nationally
known management consultant firm, an individual supplied under
contract by the Dean of an outstanding school of business administra-
tion in the Region, and a man appointed under contract by the
American Arbitration Association
This board is part of an overall structure organized under
the Postmaster General's February mandate for merit selection
of postmasters. First consideration will go to the promotion of
career employees in the offices where vacancies occur.
Only in situations where the board cannot find a suitable qualified
career employee to fill a postmaster vacancy will it request the

In response to your memo of February 9 regarding 6¢ stamps,
there are numerous technical reasons why the changeover has
not been completed by this time.
Our target date for complete changeover is April 1st, when a
single color stamp, probably commemorating President Dwight
Eisenhower, will be issued. At that time, the Franklin
Roosevelt stamp will be taken out of circulation. However,
we will not be in a position to make a public announcement
regarding this issue for several weeks.
As you may know, the 6¢ American flag stamp supplements the
Roosevelt issue and it will remain on sale indefinitely. It is
now available in coil form.

as not being totally qualified. Mr. Simpson remains among the 60
candidates undergoing secondary screening.
The Memphis Regional Director is aware of the interest in Mr. Simpson
and will keep us informed of all developments.

listed in the printed Budget, when can we leak
them out to our loyal troops?
Also, please let me know when we can have the

to all House and Senate offices today. This expanded
service will be available to 1,284,470 families who
reside within areas served by 18,749 post offices. It
will affect 352 Congressional districts.
Enclosed with each Congressman's announcement will be a
computer print-out of the eligible post offices within
his district. Each Senator will receive a listing of all
eligible post offices within his state.

Congressman (Senator)
announced today that he
has been advised by Postmaster General Winton M. Blount of a major
new postal service program that will expand home deliveries to an
additional 4 million Americans - principally in small communities -
for the first time.
Under the program, persons living more than a quarter mile,
but less than half a mile from 18, 700 post offices that do not have city
delivery are now eligible to receive the delivery at home. Previously,
they have been compelled to go to the post office for their mail.
Since they live less than half a mile away from a post office,
they have not been eligible to receive rural delivery service prior to
Mr. Blount's new order, the Congressman (Senator) explained. And
because they live near a post office that does not have city delivery
they have missed out there too.

said he had been advised that
the Postmaster General is issuing instructions in the Postal Bulletin
Thursday making the service available to the 1.2 million families

The only requirement to obtain the service is that it must be
requested of the postmaster, and a majority of those living in the area
must desire the service.

The expansion will be achieved by such steps as extending shorter rural
routes and adding delivery stops to some rural routes. In other instances, "star"
or contract routes may be used to provide the service; in some locations it may
be necessary to establish new rural routes, the Postmaster General advised the
Congressman (Senator).
"Mr. Blount's order provides for one of the most significant advances in
service in many years," the legislator commented, "I am particularly pleased
that the order will benefit communities in my state."

Clyde DuPont, LA to Fong just called with the following
on HR 13000 conference:
On a motion by Olsen put to the House conferees, by a
5-2 vote it was agreed to proceed to mark up HR 13000
as passed by the House. Corbett and Button voted
against, HR Gross and all Democrat conferees for.
On a motion (Yarborough) put to Senate conferees to
mark up HR 13000, Fong offered a substitute which
carried 3-1, Yarbowough dissenting, that the Senate
(in effect, the Conference) defer consideration of
HR 13000 until such time as it becomes clear that
White House negotiations have reached an impasse.
This permits negotiations to continue down here
without interference from the Hill -- for the time
being.
The Conference just broke up and will reconvene at
9:00 a.m. tomorrow. Clyde emphasized that this action
really puts Fong on the griddle.

Postal situation:
Paul Carlin tells me that Haldeman, Ehrlichman, Harlow, Blount,
Shultz and others have been meeting in the Post Office Department.
Carlin confirms "agreement" that Senators McGee and Fong made
with Blount that the Conference on H.R. 13000 would not report - -
only make a show of action.
But Carlin thinks, and I agree, that there is a real danger that
just putting those Conferees into a room almost assures a report.
I talked to Bob Corbett and he will filibuster -- if the President
calls him. Your memo to the President is in. Dick Cook talked
to H.R. Gross. Fong has been getting his pep talks from Blount
and I have been talking to his counsel, Clyde Dupont.

about running through a postal pay bill (HR 13000)
soon after Easter. Therefore, if the postal workers
go back and negotiations start, I hope the President
can take the Leadership in recommending reasonable
action. Politically, it would be smart for the
majority to dump 13000 in his lap and let him veto it.

will be controversial, it might be good to have

Ways & Means Chairman Wilbur Mills has been most
cooperative in handling the President's bills
before his Committee (FAP, surtax, tax reform, debt
ceiling, etc.) Today he called to request the
new Little Rock Post Office Building be moved
from 2nd to 1st priority. He says this facility
needs to be downtown and there's little available
property left. In several years there may be no
space and costs are rising. Ergo, he hopes something
can start to move soon.
Mr. Mills believes the Johnson and Nixon Administrations
have felt the Arkansas delegation is not really con-
cerned about this new facility. If true, he says
this is an error and he hopes the President will
assign Little Rock a first priofity.
If possible, I would like to accommodate the Chairman.
Will you let me know what reply I may give Mr. Mills?

An old Republican campaign friend of mine, Clyde Neeley, of
Signal Mountain, Tennessee, called me the other night at
home to complain that the Chattanooga Post Office is filled
with Democrats. Of 35 promotions, 33 have been Democrats.
Last chance for a GOP promotion is vith Virgil E. Simpson
who is now Superintendent at Brainerd (a Chattanooga sub-
station) Post Office. He wants to be "Postal Services
Officer" for regional office at Memphis, Tennessee.
Apparently the job has to be filled by March 16 and old
buddy Clyde asks my help to show voters they do indeed
have a Republican President and Postmaster General.
I explained that politics is out of the POD but that I'd
try to assist. Can we help? Incidentally, Tennessee will
be hot this political year and a few GOP probably couldn't
hurt.

I cannot accept your "explanation" for the designation of
Mr. Oswald K. Vorthmann as officer-in-charge of the Sumner,
Iowa post office as a replacement for Mr. Lloyd Johnston.
You state in your letter of March 23, 1970: "Mr. Vorthmann
has revealed a high level of community involvement in civic
organizations."
The first responsibility of a postmaster is to operate a
good post office. A secondary and limited obligation should
be "community involvement." I will appreciate it if you
will advise me of the civic organizations in which Mr. Vorth-
mann has been involved and in what respect he has been more
involved in community affairs than Mr. Johnston.
In my letter of March 2, I pointed out that according to
residents of Sumner, there were no complaints with the ser-
vice Mr. Johnston had rendered as clerk-in-charge. Signifi-
cantly, you ignore this in your letter to me. In your "re-
evaluation," what specific objections to Mr. Johnston did
you uncover?
Since I first wrote to you, I have been advised that one of
the leading businessmen in Sumner has described Mr. Johnston
as "a real hard worker who was doing a good job." From an-
other source, I have received word that Mr. Johnston general-
ly could be found on the job very early in the morning,
getting the office ready for the day's business.

I have no doubt that Mr. Vorthmann, because of his personal-
ity, was able to "sell" himself in one interview with postal
management at the regional level. However, I am absolutely
appalled that this would be used as the basis for replacing

STATEMENT BY THE PRESIDENT
The meetings held Friday between government officials and leaders of the
postal unions provide the foundation for a swift end to the work stoppages in
the postal system and the rapid re-establishment of the nation's postal
service. Were these unauthorized work stoppages to continue for any
duration of time it would seriously jeopardize the national public interest.
The men who work in the United States Postal Service have taken the same
oath to uphold and defend the Constitution of the United States as I have taken.
Further, their proud tradition -- that the "mails must go through" -- dates
to the earliest days of our Republic. I expect that both the oath and the
tradition will be honored, as they are now being honored by the overwhelming
majority of postal employees who have remained on the job.
There are legitimate grievances that have been brought to the fore in the
current postal crisis. But those grievances cannot justify illegal remedies,
a nd those grievances cannot and will not be negotiated or ameliorated in a
climate of intimidation.

Mr. Timmons -
Paul Carlin of PO Dept. called to state that Henry Cashen called
him last night, inquiring about the Postal Rate Bill. Mr. Carlin
says it would be impossible to get the rate bill passed during the
current session of Congress. Might be possible to get reported
out of the Senate Committee. Could get it passed by Senate but
not possible of getting through House.
Suggestion - Get Reform Bill passed and then get rate Commission
to get to work immediately in setting up the differential in rates.
It took every way they had to get one member of the House to
introduce the rate increase and to date they have no one in the
Senate.
Eight out of 12 members are up for election, so it looks impossible.
McGee and Fong made a personal committal to the President and
they will live up to it.

1.) Representative Andrew Jacobs (D-Ind) today
objected tothe unanimous consent request to accept
the Senate amendments to the 6% Federal Employee Pay
Increase bill. Congressman Jacobs objected to the
inclusion of congressional employees in the bill. The
House Rules Committee is expected to grant a rule
agreeing to accept the Senate amendments. Final
House action is expected to come on Tuesday April 14.

Post Office Department report for April 9.
Congressional Liaison gave advance notification to Members of
Congress reporesenting Atlanta, Chicago and Detroit of the
Department's efforts to begin recruiting enrollees for the
Postal Academy training program in those areas. The same
information was supplied to Members of the House and Senate
Post Office and Civil Service Committees.
The House of Representatives passed legislation today to provide
a 6% pay increase for classified federal employees. The bill was
similar to the one passed by the Senate yesterday with the
exception of 3 minor amendments added by the House Post Office
and Civil Service Committee. Senate spokesmen have indicated
that the Senate will accept the House bill as amended thus
avoiding the necessity of a joint House-Senate Conference on
the legislation.
