SUBJECT:
Health Insurance
Following your meeting this morning with Congressmen
Byrnes and Ford we established a procedure to help
Rep. Byrnes write an amendment to the Administration's
health insurance proposal which will subsidize small
business for part of the cost of insurance. Gerry
Ford and Byrnes will introduce the bill sometime
during the next week.
This afternoon Senator Bennett introduced the Adminis-
tration's Health Insurance bill. Cosponsors included:
Bennett, Jordan (Idaho) : i Hruska, Hansen, Fannin, Scott
and Griffin.
In the section of the speech discussing the small business
formula and which concerns Rep. Byrnes, Senator Bennett
said in his speech:
"I understand that a bill will be introduced in the House
next week which will contain a different formula for
dividing this insurance cost but to me this is not crucial
because the committees could normally be expected to con-
sider and perhaps adopt changes anyway. "
Senator Bennett telephoned Rep. Byrnes and read him that
paragraph and also told him that the first line in Senator
Bennett's speech said, "I introduce today the Administration's
Health Insurance bill
"
Summary: This is a very happy solution to all concerned.
The President is protected. Senator Bennett is satisfied.
Rep. Byrnes seems satisfied. Elliot Richardson is satisfied
and has been clued in for Monday's hearing.
