THE WHITE HOUSE ACTION SECRET WASHINGTON February 7, 1972 THE PRESIDENT HAS SEEN MEMORANDUM FOR: THE PRESIDENT FROM: WILLIAM E. TIMMONS B.T. SUBJECT: Transfer of Security Assistance to Defense Budget On January 31 Henry Kissinger submitted to you an action paper with a recommendation regarding a possible shift in Security Assistance programs from the Foreign Aid bill to the Defense authorization. You approved Kissinger's recommendation to have Clark MacGregor consult with Senator Stennis and Republican leaders before determining if the military aspects of foreign aid should be transferred to the Armed Ser- vices Committee jurisdiction. Clark MacGregor talked over the phone with Chairman Stennis on Friday, February 4th, and asked Bill Timmons and Tom Korologos to meet with Senator Stennis on Monday, February 7th. Timmons and Korologos saw Stennis at 10:00 a. m. today and explored his views. The Senator fully understood the logic in our effort to move the Security Assistance package from the Aid bill and Foreign Relations Committee. However, he strongly felt that he could be more helpful to the President if he did not have to handle this additional responsibility. Stennis argues: 1. A transfer would now require a separate amendment since the Defense Authorization, without Security Assistance has already been Connally transmitted to the Congress and, in fact, introduced by the Chairman and Margaret Chase Smith last week. Stennis feels that a change now could be subject to a point of order by Senator Fulbright and others and would result in a bloody legislative battle over jurisdiction -- a fight Stennis is not certain he can win. 2. That with the regular FY '73 Defense authorization and appropriation he will have his hands full in trying to assure adequate defense pro- grams. Loading his bill with the Security Assistance provisions might jeopardize the defense authorization and appropriation.
