Food Price Issue
Ehrlichman, Rumsfeld, Ziegler and I have agreed upon a recommended
schedule of events for the next two weeks which are intended to get us
out front on the food price issue.
We are mindful of the importance of keeping Shultz involved, notwith-
standing the obvious limitations. Even though George personally doesn't
come across strongly, I think there will be sufficient media attention
on what we are doing that we can make our point to the public.
By not having you at this time do any jawboning we also preserve the
option to have you do it at a later time if necessary. In all likelihood,
food prices will rise during the summer; according to Stein and Shultz,
however, they will begin to moderate in the fall, possibly even decline.
When we know that we have the situation turning to our advantage it
might be that we would then recommend that you hold a highly visible
meeting with wholesalers and retailers -- to get the credit at the key
moment.
Your proposed statement Monday will be most helpful; considerable
suspense is building in the media over what we may do on the meat price
issue and a strong, forceful statement by you on Monday will undoubtedly
be used by the networks and will get the message across to the public
that you are actively working to keep meat prices down. (A good state-
ment has been drafted and is being staffed this morning.)
The only thing we have changed on the attached from what you indicated
you wanted during the CEA meeting is that Shultz is being scheduled to
explain the meat action on Monday instead of Marina Whitman. Shultz
